Egypt – President Yoweri Kaguta Museveni has said sustainable development in Africa cannot thrive under insecurity, calling for stronger financial ownership of the continent’s peace mechanisms.

In a speech delivered at the 8th African Union Mid-Year Coordination Meeting in New Alamein, Arab Republic of Egypt, on 4th October 2026, President Museveni emphasized that peace and security are the indispensable bedrock for economic integration and prosperity.

The speech was delivered in regard to the East Africa Standby Force (EASF).

President Museveni told Heads of State and Government that no economy can thrive, no infrastructure can endure, and no market can integrate in an environment of instability.

“Sustainable development cannot thrive in the shadow of insecurity,” Museveni said.

He noted that the true value of regional economic communities lies in their ability to foster multilateral trust and operational harmony among member states, and urged mechanisms like the EASF to continue harmonizing their military, police and civilian capabilities to respond to threats in a unified way.

The President said maintaining a high state of readiness requires reliable resources, reaffirming Uganda’s commitment to fulfilling its financial, logistical and personnel obligations to the EASF and the continent.

He however called for greater financial predictability and African ownership of peace initiatives, saying while strategic partnerships are welcome, Africa must strengthen internal funding to guarantee that standby forces can deploy when and where needed, guided by African wisdom and mandate.

Museveni concluded that the path to a peaceful, integrated and prosperous Africa demands bold leadership, unwavering political will and concrete fiscal commitments beyond declarations.

“Uganda stands ready, as it always has, to walk this journey shoulder-to-shoulder with all Member States,” he said.

The meeting in Alamein was chaired by H.E. Evariste Ndayishimiye, President of Burundi and Chairperson of the African Union, and hosted
